Separate the card body and print direction from the confirmed embedded credential and any encoding or variable-data service.
Then compare quantity, sampling, packing, freight and destination responsibilities on the same basis.

| Order quantity | Setup, plates and proofing are spread across the run, so the same card behaves differently at minimum quantity than at volume. |

| Packing and sequencing | Counted, labelled or range-sequenced packing is production work, not a free service. |

Cost is only comparable when two quotations describe the same card body, chip tier, encoding scope, quantity, proof and delivery term. Anything left unstated should be marked unconfirmed rather than assumed included.
