RFID credentials for Sint Maarten and Saint-Martin

Two jurisdictions, one island, and a very large cruise day.

The island runs a Dutch and a French administration with different regimes on each side, and Philipsburg handles cruise volume that can exceed the resident guest population on a call day. Credential planning here is dominated by day-surge throughput and by the fact that a shipment lands under one of two customs regimes.

Decision framework

Plan the surge day, not the average day.

A venue that is comfortable on a normal afternoon can fail entirely when several ships are alongside. If a credential has to be issued and checked during that peak, the binding constraint is how long the issue step takes with a queue behind it — not the read range in a specification sheet.

We time the issue step on a physical sample under peak conditions, and size the closure and marking so an attendant can fit and verify one at speed. Quantities follow the surge profile, not the room count.

The border is a logistics fact, not a formality

A consignment consigned to the Dutch side and a consignment consigned to the French side are handled under different regimes with different documentation. We plan carton splits, labelling and the named receiver around the side that will actually take delivery, and we identify the responsible party on the order record. We do not promise customs treatment or transit times — those sit with the importer and the broker.

Surge stock and staying-guest stock are different products

Day bands issued at volume to visitors who will never return are a write-off population with a short validity. Room credentials are a reusable, reconciled population. Planning them as one line produces either an oversupply of expensive stock or a shortage on the day that matters.

Marinas add a third population

Yacht crew and berth-holders are neither guests nor day visitors: they hold longer-tenure access to a defined set of facilities. Where a property serves a marina, that population gets its own numbered range so a crew credential is distinguishable from a guest credential without a lookup.
