A charter fleet is an access population with no front desk.
The BVI economy is built around bareboat and crewed charter rather than room inventory. The people needing access are charter guests, crew and base staff, and the access points are docks, gates, fuel, showers and chandlery — not hotel room doors.

A charter base turns over a fleet on a fixed changeover day: a large number of parties collect and return within a few hours, often outside a building. The issue step happens standing up, in the sun, alongside a briefing — which rules out anything slow or fragile.
We plan for a credential that is fast to hand over, obvious to identify, and cheap enough to write off when it leaves on a boat and does not come back.
Credentials leave on boats. A programme that assumes full return will under-order every season. The realistic non-return rate is agreed before quantities are fixed, and it belongs in the reorder record so the next season starts from evidence rather than optimism.
Crew and base staff hold access across many charters; guests hold it for one. Those are different validity windows and should be different numbered ranges, so a credential found on a dock can be attributed without a system lookup.
Gates, fuel docks and shower blocks expose a credential to salt, sun and constant handling. Where the same object also has to work at an office or chandlery reader, it is approved against the harsher point and confirmed on a physical sample.
Charter agreements, facility permissions, deposits and activation remain with the base operator and its systems.
